Historians looking for a term to describe the second half of the 20th century in the United States could do a great deal worse than “the Television Age.” Calling it the Cold War Era sounds loftier, but overstates the importance of the U.S.-Soviet conflict in daily life. “Postwar America” alludes to the dramatic new social order that arose in the wake of World War II, but isn’t descriptive of the period itself. I’m with Marshall McLuhan on this one: “The medium is the message.” Television’s startlingly rapid rise and near-total supremacy in our cultural life for more than five decades changed the way Americans saw the world and themselves. As many young people today might experience life as #content on an iPhone screen, late 20th century Americans came to understand events and reality as defined by what could be shown through a 4:3 aspect ratio cathode-ray tube. McLuhan's most influential intellectual heir, Neil Postman, put it this way in 1987: “Americans no longer talk to each other, they entertain each other. They do not exchange ideas, they exchange images. They do not argue with propositions; they argue with good looks, celebrities and commercials.” That’s even more true today with social media, but the current culture is an intensification of the changes wrought by the television age, which was the truly radical departure from the preceding 500 years in which the printed word was supreme. McLuhan published his treatise on the television age in 1964, which was the same year the State of the Union took its current form. The year before, President Lyndon Johnson had been sworn in to office in a way that was tailored to the world before television. Only one photographer, Cecil Stoughton, was present for the gripping, solemn scene aboard Air Force One as Johnson, flanked by Jacqueline Kennedy, still flecked by her slain husband’s blood, took the oath. The images were transmitted around the globe in a flash and dominated newspaper coverage the next day. But it wasn’t good television. Johnson’s message gurus had an idea, though. The State of the Union address had typically been a modest, daytime affair since 1913, when the equally imperious Woodrow Wilson had revived the practice of delivering a spoken report, rather than a written one, for the first time since 1800. Midday sessions were fine for newspapers, but television was all about evening viewing — prime time, baby. Johnson had a big legislative agenda to sell, and he also had an election to win. Denied an inauguration because of the means of his ascent to the presidency, Johnson would turn those lines from Article II, Section 3 of the Constitution — “from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient” — into the jewel in the crown of the Television Age presidency. It was a smash hit. Estimates hold that more than 60 million Americans watched Johnson as the “big three” networks shut down their prime-time lineups to give him center stage. That would be like 112 million Americans watching a telecast today — more like the Super Bowl than President Trump’s address to a joint session of Congress last year, which drew about 37 million viewers. Once Johnson had created the media monster, there was no chance that his successors would pass up the chance to have the best stage in the world of politics to themselves every year. As America’s attachment to and dependency on television grew, the annual address became one of the pillars of the broadcast year. Along with election night coverage and quadrennial presidential debates, which became fixtures in the 1980s, the State of the Union was one of the few moments where politics was granted a place of primacy in America’s living rooms. But the image that the medium of the televised address created of the American government was misleading. In our system, Congress, the first branch, is supposed to instruct the executive, not the other way around. The carve-out for the “time to time” updates from the president was included in the Constitution as a way to make sure that Congress was being informed about the implementation of its laws and to make sure that the lines of communication stayed open. In time, though, reality was bent to match the medium. There are many reasons why Congress has become the pitiable shambles that it is today, but it surely has not helped that the most visible thing that happens in Congress every year is to have the leader of another branch come and tell members what to do. But now, Johnson’s original creation isn't even good for the presidency. In 2009, when a House member shouted “you lie” at President Barack Obama, it was deemed “an extraordinary breach of congressional decorum.” Now, lawmakers heckle and jeer at the president, and presidents — at the rostrum that was formerly the embodiment of their kingly power — heckle back. The grand stage of the television age has turned into something between a daytime talk show and Britain’s Prime Minister’s Questions. The ambitions of individual members to get their piece of the action in such a high-visibility event has finally overwhelmed the power of television to enforce norms. That’s not entirely a bad thing, pointing in its own crooked way toward a more assertive legislative branch, but the spectacle, always rather un-American, has become damaging to the legitimacy of the system more broadly. Maybe next year, Congress will wise up and decline to invite the president to come in prime time, and offer a midday luncheon. If he declines the invitation, he can just post his speech on Instagram. Surely, we could use a refresh on the 1964 model.
