It's extremely tempting and accessible in the center of a popular coastal city.
On Jan. 24, 2014, James Zenk, a Peninsula contractor, was paddling on his bodyboard among powerful 12-foot waves near the historic Santa Cruz lighthouse. With the surf so risky, rescue personnel had been out patrolling these waters. And, as the pounding waves continued, lifeguards offered Zenk help, which he declined. A crowd was gathered on the bluff to view the spectacle of the huge waves, but their attention was quickly drawn to Zenk as he struggled in the surf. As one onlooker noted, “You take one look at him and he just didn’t look like he had experience in heavy surf like that.” Worried bystanders screamed for Zenk to get out, but he didn’t do it. Not long after, a set of big waves pushed him right into a narrow cove with steep, 20-foot walls, a place very familiar to locals. Here, inside the craggy inlet, huge surf slammed him against the rocks. While Zenk struggled, witnesses summoned two rescuers — one who came in with a jet ski, the other jumping from a cliff — but with the pounding waves, they were unable to reach him, narrowly escaping themselves. Later, a second set of rescuers were able to reach Zenk and get him to a hospital, where he later died from his injuries. “I still have nightmares watching that guy get killed,” Santa Cruz photographer John Hunter recently told SFGATE. Even 12 years later, that day remains vivid to Hunter, who had been standing right above the site of the tragic accident, a notorious cove called the Toilet Bowl. Smack in the middle “We get at least one or two people each year that ends up drowning or ends up in really big trouble,” Santa Cruz Fire Department marine specialist Ben Coffey said in a video from the California Fire Prevention Organization about the Toilet Bowl, the narrow inlet whose punishing waves and high rocky walls have lured thrill seekers and challenged rescuers for years. And while the overpowering surf can never be ignored, it is only one of the issues that makes it such a headache. High among the others is its location: It is smack in the middle of the city. As they do every summer, tourists will inevitably flock in droves to this spot on West Cliff Drive. They will take in the breathtaking coastal views, visit the Santa Cruz Surfing Museum and admire the surfers on the world-famous break Steamer Lane. Meanwhile, only a few feet away, on the other side of an unimposing fence, is this tempting cove with its captivating cliffs. “On a sunny day,” Coffey told SFGATE, “it’s like one of the most beautiful areas around here, but super dangerous too.” The California Fire Prevention Organization said in 2020 that four people had died at the Toilet Bowl in the previous five years. A rowdy flush Then there is the name. For certain folks, jumping into a place called the “Toilet Bowl” is like checking off a bucket list item. As UC Santa Cruz oceanography professor Gary Griggs points out, the name is “a magnet” in its own right. “Maybe,” he says, “if it was called, you know, Hell’s Hole or something, maybe it’d be worse.” The Toilet Bowl is not alone in its hazardousness in these parts. Santa Cruz, and the West Cliff area in particular, has had numerous fatalities over the years. There is a sign saying 100 people have died there since 1965. In 2025, UC Santa Cruz student Noah Lee Kim jumped into the ocean not far from the Toilet Bowl. His body was found five days later on a nearby beach. “Last year, we had 297 rescues that we performed as Santa Cruz Fire Department lifeguards.” Coffey told SFGATE. “Those are spread out over the whole area that we cover. But I would say a significant number of our calls will come out in that Steamer Lane, lighthouse, Toilet Bowl and Its Beach area.” “We worry a lot about shark attacks and tsunamis,” UCSC’s Griggs said, “and in fact, you know, the average death toll from shark attacks in the entire United States, including Hawaii, is one a year. In 200 years of tsunami history in California, 17 people have died. But we have some summers when you’ll get three or four or five people doing dumb things or getting washed off the rocks, a lot of them from Santa Cruz north or on West Cliff.” ‘So sketchy’ The internet has complicated the issue of warning people about the Toilet Bowl. For every video that responsibly explains why you should not leap in, there is another one of someone doing a stunt that looks straight out of “Jackass.” On the one hand, you might see a cautionary firefighter video of a mannequin inside the Toilet Bowl getting slammed during a strong tide. Then, right below it, there is footage of kids doing backflips off the side of the cliff. And, if that’s not enough, there is the unforgettable video where a skateboarder sets up a plywood runway, careens down, then flies off the cliff, still on his board, and into the churning Toilet Bowl waters below. “With just the current era of social media and how it’s so accessible, it’s really easy to watch things or people, to see things that look really fun and not necessarily know the dangers that could be associated with them,” Coffey said. At least when the skateboarder emerges from the ocean, he does say, while looking a little shell-shocked, “That was so sketchy.” A blender effect “So it’s like kind of being in a blender, except you’re in salt water and you’re human, and the idea isn’t to get blended up,” Griggs explains. As the UCSC professor breaks down the tidal factors that can wallop a person inside the Toilet Bowl, he succeeds in making one want to jump into the ocean just about anywhere else. To begin with, he points out, the cove is directly open to the swells in the north Pacific, and the waves surge in there with no reduction in force: “You know, that’s why Steamer Lane is such a great surfing spot. It focuses wave energy out there, and that same wave energy goes into that cove.” “Because,” he continues, “at Steamer Lane, there’s a rocky point that extends out. In fact, a little further out there is Seal Rock, which is a resistant part. There actually used to be two Seal Rocks that have been worn away, so the waves sort of bend around.” And once these waves bend, Griggs explains, they focus their energy and continue into the Toilet Bowl. There, they “hit that back wall. It’s about maybe 20 feet, 25 feet from the water to the top of the cliff there, and they surge into the back of that and wash up. They kind of twirl around in there, which is where I think the ‘toilet bowl’ name came from.” While this is going on, a lot of air gets caught in the water. And this aerating creates the blender effect that not only makes it hard to swim in there, but also to breathe. Compounding the problem for anyone stuck inside the Toilet Bowl is that the back of it is very smooth and slippery, making it very hard to get out. This is a major issue not only for the stranded but for those trying to save them. ‘The cliff jumping spot’ When Mateo Monsalve first learned about the Toilet Bowl, he was a student at UC Santa Cruz. He had heard about the risks and even that there had been some deaths there. Still, he was set on going. Plus, he said, “I went with my brother who had done it before, so I felt fine.” But the first time he went down to the Toilet Bowl, he immediately experienced its power. “It was actually pretty dangerous,” he said, remembering how the waves poured in to “fill up the bowl part and flush out. And I would wait until there were no waves coming, jump in and then swim out of the Toilet Bowl as fast as I could.” But that wasn’t so easy. On this first occasion, he couldn’t do what became his chosen method to get out of the Toilet Bowl, where you position yourself at the edge of the rock at the top of the cove and “you can, kind of like, wait for a wave to push you up, like a few feet, and you can grab on.” The wave situation was too dangerous, and he ended up having to swim to a nearby beach. While that first plunge may have been harrowing, Monsalve returned to the Toilet Bowl several times, sometimes with friends, his brother or out-of-towners. If someone said, “‘We want to go jump off a cliff.’ That’s the cliff jumping spot near downtown Santa Cruz.” But his approach did change. After his first leap, he made sure to go to the Toilet Bowl only when the ocean was calm. And he would also check a tide chart to hopefully avoid another dicey situation. Precautions like these align closer to the Santa Cruz Fire Department lifeguards’ hope that people be aware of conditions before hitting the water. But the fire department is still not encouraging anyone to go take the Toilet Bowl leap. “Stay safe and stay off the cliffs,” they say in a PSA. Even with all the warnings, the likelihood of people not jumping into the Toilet Bowl is small. In many ways, it is like precarious places all over the world where caution signs abound but are no match for questionable judgment: People will still plunge down waterfalls despite barricades, perish trying to get up close with a geyser or get gored trying to take a selfie with a bison. This deadly natural wonder just happens to be right in the center of a major city. Which makes lifeguards like Coffey take a very realistic approach to safety. His department beefs up its crews in summer, posts signs and alerts visitors to use SafeBeachDay.com to check the ever-changing conditions. But even then, the lifeguards know there will be dozens of rescues to be made, some in places like the Toilet Bowl, where getting out is a very slippery slope for everyone involved. — A lot of people use my BART station.
