Businesses, consumers and foreign leaders are trying to assess just how set in stone President Trumpâs tariffs are, as the administration and its allies send mixed signals about whether the measures are being used for leverage. Some Trump allies touted the tariffs â which have led to a massive stock market selloff and heightened fears of a recession â as the latest move from a master dealmaker. The tariffs, they argue, will force other countries to change their practices in search of leniency from the U.S. The president himself told reporters the tariffs âgive us great power to negotiate,â and he said Friday heâd had a âproductiveâ conversation with the leader of Vietnam about tariff rates. âI wouldnât want to be the last country that tries to negotiate a trade deal with @realDonaldTrump,â Eric Trump, the presidentâs son, posted on the social platform X. âThe first to negotiate will win - the last will absolutely lose.â At the same time, President Trump on Friday declared in a Truth Social post that his policies "will never change." Meanwhile, multiple top administration officials were adamant that the tariffs were not meant as a negotiating tool, but as a way to rebalance global trade and revitalize American manufacturing. âI don't think there's any chance they're going to â that President Trump's going to back off his tariffs. This is the reordering of global trade, right? That's what's going to happen,â Commerce Secretary Howard Lutnick said Thursday on CNN. Peter Navarro, a vocal trade hawk, said around the rollout of the tariffs that it was ânot a negotiationâ but a ânational emergencyâ related to trade deficits. The mixed messaging is a reflection of how some in the administration are true believers in tariffs as an economic tool, but also how Trump sees nearly everything as being up for negotiation under the right circumstances. âI think for Trump it is [a negotiation],â said one source close to the White House. âI think for Navarro, itâs a hard ideological reshuffling. He has a vision. And I think Trump is practical. The reality is youâre not going to significantly reshore all these jobs, manufacturing, reshuffle the economy in two, four, six years.â âTrump wants to send a shock wave and bring people to the table,â the source added. Trump on Wednesday announced a baseline 10 percent tariff on all imports. In addition, countries that were determined to be the "worst offenders" in terms of trade deficits were hit with a higher tariff rate, with China, the European Union, Japan, Cambodia, India, South Korea, Thailand and Vietnam among those facing the highest rates. During remarks announcing the tariffs, Trump directly addressed the foreign leaders who he predicted would be reaching out to seek exemptions and signaled they could take significant steps to appease him. âI say, terminate your own tariffs, drop your barriers, donât manipulate your currencies ⌠and start buying tens of billions of dollars of American goods,â Trump said. But Trump and other White House officials have simultaneously suggested the tariffs are less about other countries' trade practices and more about increasing the domestic manufacturing base. âYes, it will create jobs. Yes, it will increase revenues,â said deputy chief of staff Stephen Miller. âBut most importantly, it will restore our national security so that we will not be dependent on anyone else to survive and thrive as a nation.â Markets responded to Trumpâs tariff announcement with their worst day of losses since 2020 on Thursday. World leaders also reacted swiftly. China on Friday announced it would slap its own 34 percent tariff on U.S. goods. European Commission President Ursula von der Leyen said the European Union was prepared to respond with countermeasures, while French President Emmanuel Macron called on European companies to pause investments in the U.S. Trump imposed tariffs on certain goods and countries during his first term, but the ones announced this week were far more sweeping, applying to imports from more than 100 countries. He also imposed auto tariffs this week and teased additional measures on semiconductors and pharmaceuticals. Countries are already seeing that it may be difficult to avoid tariffs from the United States altogether under Trump, even if they take steps to extend an olive branch. Israel announced Tuesday it had canceled all the customs duties levied on U.S. products. But that gesture was not enough to stop the Trump administration from imposing a 17 percent âreciprocalâ tariff on its ally. Canada and Mexico were hit last month with 25 percent tariffs on many goods, which the president said was because of a lack of action on stopping fentanyl from coming into the U.S. But while those two top U.S. trading partners could negotiate an arrangement or show progress on fentanyl issues to get those tariffs lifted, White House officials said that 25 percent tariff would be replaced by 10 percent baseline rate. Itâs also unclear what leverage some tiny or very poor nations would have to negotiate with the United States. Trump imposed a 10 percent tariff on the territory of Heard Island and McDonald Islands, which is populated by many penguins and does no trade with the U.S. He also imposed a 29 percent tariff on Norfolk Island, which has a population of fewer than 3,000 people. Economists have noted that certain items imported from other countries cannot be easily manufactured in the United States, or that it would take years for major companies to essentially shift their supply chains and production bases into the U.S. to avoid tariffs. âTrade agreements are all about establishing trust, because the exporter and the importer donât know each other. They need predictability, and they need to know they can rely on each other to do what they say theyâre going to do,â said Susan Aaronson, director of the Digital Trade and Data Governance Hub at George Washington University. âThey think disruption is good in some way, but disruption is really bad for trust. And I think of trade agreements as a way to provide that trust because they make trade predictable,â Aaronson added. âThe United States doesnât benefit when it becomes an unreliable partner.â Alex Gangitano contributed|

Bluesky has been a safe haven for users fleeing X and Threads. But while thereâs less hate, thereâs also fewer lolz.
But on Bluesky she said that she was doing all three, simultaneously. Brownâs husband visited a Walgreens while he was on a business trip in Ohio in February. He told her the prices were cheaper than in California, where they live. The price disparity led her to post that she was screaming, crying, and throwing up. Several Bluesky users responded to tell her she was exaggerating, and that nobody could possibly care that much. They were right. She didnât. She was referencing one of the internetâs common sayings, one used so often that itâs the name of a Spotify compilation. What Brown experienced is familiar to any former Twitter/X user gathering their bearings on the young and decidedly more earnest social network Bluesky: a distinct humor-detection issue. Some users are unable to decipher jokes, or they are deliberately trying to miss the point to make a different one. Many Bluesky users migrated over from X, where the top DOGE who did Nazi-like salutes on television is live-tweeting the destruction of American infrastructure. Thatâs a different and much more serious problem. Still, the seeming obliviousness-slash-self-seriousness of many Bluesky users is grating when youâre not used to it. âThey're speaking a completely different language than me,â Brown says. âWe're both speaking English, but I'm speaking internet.â Brown, a former social media manager for Wendyâs, joined Bluesky in 2023. Her X account was banned after she impersonated Elon Musk for almost two hours on November 4, 2022. The âincident,â as she calls it, happened shortly after X announced paid verification. Brown changed her profile picture to one of a balding entrepreneur and edited her display name to âElon Musk (real).â She convincingly emulated his voice, posting musings like âmy wife left me lolâ and âmy penis is NOT weird.â She didnât know whether sheâd be banned for her behavior on X, but she was OK with the possibility. âIt's like, Elon's already the main character on this platform every day, and now he owns it. Do I really want to be here anymore?â she says. While you can still find plenty of this kind of humor on Bluesky, there are a surprising number of people genuinely confused by it. There are several factors to blame here. First is the clash between former users of X and Facebook. Anyone who logged their time on the Everything App is familiar with the language of Twitter: posts steeped in irony, in-group references, platform-specific history. When they left X, they brought all that wisecracking, insidery drollery with them. They even brought their pig-shitting-on-its-own-testicles JPEGs. Meanwhile, former power users of Facebook, Instagram, and Threads are accustomed to their own barometers of funny. While Twitter felt like an intentional way to primarily interact with mostly strangers, and a familiar face might cause the user a moment of horror, Facebook was the oppositeâat least initially, before it became Click FarmVille for engagement bait and advertisements for oddly specific custom novelty tees. Bluesky also got a big boost in users from mainstream television: MSNBC ran multiple segments about the social network, including bumps on Morning Joe, The Weekend, All In With Chris Hayes, and The Rachel Maddow Show. Regular MSNBC viewers who took the plunge might not be as familiar with the tenor and style of online conversation on the smart-ass social web. The lack of humor detection is made worse by tech: algorithmically curated content, Ă la Blueskyâs Discover feed, surfaces random posts to random people. A Maddow referral on Bluesky might see an ex-Twitter userâs vivid description of what theyâd do to the Hamburglar if they saw him in person and react with genuine horror and confusion. Itâs also PEBKAC issueâproblem exists between keyboard and chair. You cannot force a person to understand a joke. The only action more futile is to get mad about it. If these disparate groups have anything in common, itâs disgust with gigantic tech companies led by unpalatable CEOs, paired with a yearning to post in the lingua franca of their previously beloved platforms. Everyoneâs brains are broken in different ways. I empathize with those who donât get the joke. But I empathize more with the people trying to make them. âSince Trumpâs run for the presidency, there has been a rapidly accelerating not-getting-jokes on the internet,â Gondelman says. By Gondelmanâs recollection, Bluesky hit a point where it was populated enough with active users to be both fun and useful at some point within the past six months. âBut that also means it hit the tipping point where itâs populated enough to be annoying,â he says, laughing. Mattie Lubchansky, an Ignatz Awardâwinning cartoonist, author, and illustrator, describes herself as âa primarily joke-posting kind of person.â The humor-detection issue of Bluesky is part of a broader phenomenon she has observed, which she calls âriff collapse.â The day after the 2025 Oscars, Lubchansky posted: âi haven't seen any of the oscar movies this year, nor have i seen any movie ever made. i'm afraid that the people trapped inside the screen will be angry at me for not helping them escape; and once they are out i will be punished. anyway, here's how the awards validated an opinion i already had.â The replies that followed were earnest opinions and arguments about Oscar-nominated films. Some people asked for movie recommendations. Some unironically recommended she check out The Purple Rose of Cairo. Only a handful of people seem to have understood that she was joking. Lubchansky says she sees this type of âriff collapseâ happen daily, and she thinks itâs because of the influx of new users from Meta and X. In the early-to-mid-1990s, people often first accessed the internet when they arrived at college. Around September of every year, a bunch of new users would log on to their universityâs network and start poking around the forums and discussion groups. âThe internet old timers would be very frustrated, because the new people didnât know the social norms,â says technologist, writer, and former WIRED contributor Anil Dash. âExactly the phenomenon weâre seeing right now.â September, for the most online netizens, was a dreaded time of the year. AOL opened the floodgates, allowing anyone to access the internet at any time. AOLâs bloom coincided with the Telecommunications Act of 1996, which deregulated the telco industry and brought internet connectivity to homes and institutions across the US. This period was called the Eternal September, with âwave after wave of newbies getting online,â Dash says. The pattern has repeated itself with LiveJournal and even Twitter. Actor and investor Ashton Kutcher appeared on CNN in 2009 and challenged the network to see whose account could hit 1 million Twitter followers first. (Kutcher won.) The stunt led to a rush of users flooding the microblogging platform. âRead the whole post before you respond. Take a moment to respond. And if you're going to respond with a joke, and we're not friends already, go look and see if somebody's made it already,â Lubchansky says. âBecause there's a really good chance they have.â Meanwhile, Brown considers the block function on Bluesky to be a favor to its recipient. âIf someone comes into my comments and they just really, really don't understand, usually I just block them so we don't run into each other again,â she says. âNo hard feelings.â Itâs a different approach than the norm on X, where quote-tweets viciously insulting the original post are part of the platformâs noxious fabric. âI'm not trying to repeat the part of Twitter where the internet makes me mad every day,â Brown says. Satirical site The Onion has the fifth largest Bluesky account, with over 1.2 million followers. Onion CEO Ben Collins doesnât mind people replying to jokes in earnest. On the contrary, he says itâs âthe funniest part of the internet.â âIt means more people are seeing your jokes,â he says. âIf everyone is immediately breaking out into uproarious applause at your joke, your audience is too small.â As someone who regularly used and posted on Twitter for years, I share the frustration when one of my jokey posts is misread or taken as fact. But it also strikes me as unfair to shame someone because they havenât been slamming their head on the same wall of the internet that I have. Not everyone crawled here from the radioactive sewer of X dot com. As we all get settled along with our new neighbors, it might be helpful to remember that. If not, at least Bluesky has very robust blocking features.|
